I prefer taking Chris Olave over him, but that doesn't mean this isn't a good pick.
the question is whether or not you should take him over Jonathan Taylor or Christian McCaffrey. I'd say yes, since Cook is in a better offense than Taylor and less of an injury risk than McCaffrey.
Tier 1 ... Allen ... making him the top fantasy quarterback option by a clear margin in redraft. Tier 2: Maye ... Hurts ... Jackson ... Daniels
